Affordable, sustainable rental units in the center of Honolulu
Halawa View Apartments is a 121-unit affordable housing property situated on a 3.1-acre site near the entrance to Pearl Harbor. Originally built in the 1970s, the rental building was extensively renovated in 2014 by Pacific Development Group (PDG) in partnership with Hawaiian Community Development Board (HCDB).
The renovation program consisted of new bathrooms and kitchens as well as floor coverings, low VOC paints and sealers, efficient light fixtures, energy efficient appliances, water saving faucets, recycled materials, solar thermal hot water, solar photovoltaic, exterior modernization and native drought tolerant landscaping upgrades.
To recognize Halawa View Apartments for their sustainable rehabilitation project, PDG received the BIA-Hawaii Award of Merit for Commercial Remodeling for projects more than 15,001 square feet. The project also claims the record for largest portrait in the State of Hawaii for the 14-story depiction of the Polynesian legend of Hina that was hand painted by co-lead director of POW! WOW! Kamea Hadar.
Future Development
To increase the availability of affordable rentals and create a quality development that the community will be proud of, PDG is looking forward to the next phase of redevelopment.
Phase 2 of redevelopment will include:
300 new affordable rental units
450 parking stalls with electrical charging stations
Connectivity to TOD
The second phase will convert the existing surface parking lot into podium parking and one residential tower above with 300 units. The building’s design will be oriented to harness natural energy of the wind to passively cool interiors and include solar photovoltaic, low flow faucets, native, drought-tolerant landscaping, and community garden plots.
The new tower will feature 36 studios, 114 one-bedrooms, 136 two-bedrooms, and 14 four-bedrooms. 450 parking stalls, electrical vehicle charging stations, ride share parking, and bicycle and surfboard storage will also enhance the community. Other amenities include an outdoor plaza with BBQs and picnic tables, a fitness center, multiple laundry rooms, multipurpose room, kids club, study room and sky lounge.
Upon completion in early 2025, Halawa View Apartments will have contributed 180 construction jobs and provide numerous other local community benefits including open space, sustainable building practices, and a catalyst for the Halawa Area TOD Plan.
Committed to ensure units remain affordable for families earning up to 60% of AMI for the next 45 years, Pacific Development Group has been awarded Low Income Housing Tax Credits (LIHTC), Rental Housing Revolving Funds (RHRF) and a 201H permit from the Hawaii Housing Finance and Development Corporation and the City & County of Honolulu.
PDG is a third generation, family-owned company, founded in 1969 by J.D. Michael. Based in California, the Michael ‘ohana chose to be part of a solution to meet the demands of affordable housing in Hawai‘i. In 2014, PDG completed an extensive renovation of Halawa View Apartments which was built in the 1970s and dedicated the building for families earning up to 60% of the Area Median for 60+ years. PDG also renovated Kewalo Apartments and built Hale Makana in Mā‘ili.
